I have some wmv video files which I want to convert to 160x120 at 25 ish frames/second however with windows movie maker (xp version) I can only get it to make 15 frames/second wmv files at this resolution. Can anyone suggest a program or way to convert to wmv files of this type?

what encoder you using??
Have you downloaded "Windows Media Encoder 8" or version 7 is still good!. That should let you encode at 25 or 30 fps. I've used Version 7 loads of times i can get 800x600 encoded at 25fps.
You may have to check what "Profile" the encoder is using! you may have to tweek it a bit!
TMPGenc encoder, its great for making or converting any sort of video files, it supports the following:
AVI
Divx
DVD
VCD
WMV
MOV
MPEG
and a whole lot more. I am not sure of the exact link for the program, but you can download it from www.vcdhelp.com (http://www.vcdhelp.com) and then go to the download or tools section and you can get it there.

Rab, TMPGEnc only encodes to MPG output. The reason the person wants to use WMV is probably because of the much lower file sizes per quality.
160 x 120 though shouldn't be massive in MPG1 format.
The reason for wmv is that I am putting video onto the spv phone which has windows smartphone media player and hence I figured wmv would probably work best with. Personally I would rather use MPEG-4 which I use for all my dekstop video but have not got round to trying whether that works yet.

If it's to go on a phone (sorry, dunno anything about what sort it is!) then I'm guessing it's at stupidly low res, so quality shouldn't be much of an issue, so mpeg1 should look fine.
AFAIK, the WMV decoder requires more juice than the mpeg decoder, which might be an issue.
