As you may or may not know Ive been having problems with my setup & I've just noticed that the 12v line on the MoBo every 30seconds jumps to 10.12v or 14.33v is this bad? Could this be the cause of all my problems??

yup. this is almost certainly the cause of all your problems. My PSU's 12v line stays at 12.27v all the time, regardless of load, so that is your problem. What make is it?
