Try this

http://www.softwarepatch.com/software/moveonboot.html

You can delete pretty much anything with it

A handy way I found to delete XP/2000 Protected files when you don't have a web connection or are in a hurry.
Close any open programs
Launch task manager and, end process on explorer.exe under the process tab
(you'll lose your task bar and desktop icons)
Click file> new task> and type "cmd"
then delete the file using the command prompt
Then in task manager click file> new task> and type "explorer.exe".
Your Taskbar launches and your icons come back and the file is gone.

The only way this won't work is if a different program is using the file.

Alternatively, Google for a program called Who Lock Me. It gives you a right click on any file which is locked and tells you which program has locked it. You can then opt to kill the offending program.

I had to fix a fresh windows installation where every single file with a .wav extension became locked as soon as the PC booted; they were locked by the system process (kernel) and were totally undeletable from within windows. Never did figure it out.

Probably something to do with that Radium Crack... :)
