No, if you 'deleted' them from the 'deleted' area then they are permanently 'deleted'.
Times like these I can understand why MS puts so many 'Are your Sure?' 'Is that your final answer?' 'Just making sure your sure....?' messages in windows....

Jeepers, I haven't deleted an email since I've had a computer, plus I imported all my mails from uni (going back to 1998) as well. I'm on about 15 very high volume mailing lists and have been for the past three years, and my mail spool is just a shade over 2GB, which is a drop in the ocean these days. What's the point in deleting emails? They hardly take up any space.
If you went over your hard drive with a fine toothcomb with something like Encase, it might be able to salvage fragments of your mailbox (I presume you're talking about Outbreak Express, which makes it harder), but it's not very likely, especially if they've been deleted for a while.

This helps emphasise the importance of backups... even just email backups!
I'm sorry for your loss - and it's a bit of a "closing the barn door after the horse has bolted" scenario... but I'd advise using the 'Export' function regularly... or use a program like Backup E-mail (http://www.backup-email.com/email-backup/?afl=INTGGL) (costs just £13.xx to buy!) or Fin Mail Backup (http://www.finallysoft.com/) (£25.85) in future.
You can schedule both of those ptograms to run a backup when you want ;)
I tried with all my might. but unfortunately I couldn't. Let me explain.
If it was out of the recycle bin there is tools to recover. But in Outlook or Outlook express email messages are just part of a .dbx file. So when you delete a message from the deleted messages.dbx it's just gone cause it wasn't really deleted just altered. Exactly like backspacing in a text file and then saving. Its not recoverable.
Sorry
1 possibility is that they may still be on the server depending upon how that is configured (leave copy on server/delete after so many days).
If so setup another PC with your email details & download it again.
