I picked up a copy of VB5 from PC World for a Tenner in a sale recently (its old, but worth a buy at that price)

If your a student then see if microsoft still do student licenses, i got the Full Visual Studio 6 Professional for £60 about 3 years ago, thats easily the best/cheapest way to get a legal copy.

try looking at http://www.windowsforms.net some guy has built a free VB.Net forms designer, not tried it, but its free...
