Re-directing users once, then that's it!

I'm working on a site for somebody, and they want to have total control over the free will of their users...it is stupid, but I am stuck.

What they want is a go-to button for a user to be redirected to a random site, then when the user clicks on the same button again (or similar button on the site) be it in the same session or any future one, they get re-directed to the same site.

I'm sure it'll involve cookies and some sort of tracking script, but having trawled the web I can not for the life of me work out where to start.

What technologies are you using on the server? E.g. can you use ASP, PHP?

Its easier that way, if you don't know, or don't have server-scripting we should be able to figure something in JavaScript.
